The HCSP has no comments on the draft decree submitted to it. To facilitate the implementation of the new regulatory provision, it recommends providing support to elected officials, in particular by updating the National Noise Council’s guide on issuing notices of violation without measuring neighborhood noise.
The HCSP considers that the Regional Health Agencies’s (ARS) responsibilities in this area must be maintained, both to ensure the ability to calculate noise levels when necessary and to promote the development of metrological knowledge.
The HCSP also recommends strengthening the availability of appropriate training programs as well as establishing and ensuring the effectiveness of appropriate mediation and conciliation channels.
Finally, the HCSP emphasizes its commitment to the implementation of pilot programs within the meaning of Article 37-1 of the Constitution, as well as to information on the health impacts of excessive and continuous noise sources.
