The French High Council for Public Health (HCSP) is proposing a multimodal strategy for the prevention of home and leisure pediatric accidents (AcVC) following a referral from the French General Direction of Health (DGS). The first part of this report provides an overview of home and leisure accidents involving children under 5 years of age (excluding poisonings, which were the subject of a previous report published in September 1, 2025) including falls, choking, burns, and electric injuries. The HCSP analysed risk factors and effective preventive measures based on circumstances, environment, risk perception, and parents’ living conditions, as well as existing prevention initiatives in France.
The second part of this report reviews implemented international strategies that have been proven effective. Finally, the HCSP proposes a multimodal prevention strategy based on the “E” strategy (Education, Engineering, Enforcement, Environment, Empowerment, Equity, Economy), coordinated at the national level and supported by a surveillance and economic analysis system (Observatory).
