Recommendations for the Development of the 5th National Nutrition and Health Program (PNNS)

The HCSP recommends an overhaul of the PNNS strategic framework, with a name reflecting an expanded scope that includes environmental sustainability, sleep, physical activity, and the fight against sedentary lifestyles.

Key areas to strengthen in PNNS 5 (2025–2030):

  • Promote active lifestyles, including sleep as a major determinant of nutritional health, and support environments conducive to physical activity
  • Promote healthy and sustainable diets, with more plant-based foods and stronger environmental criteria in nutritional guidelines
  • Better regulate the food environment, with stricter control of marketing, including through regulation if necessary
  • Reduce food insecurity through targeted, equitable, and democratic actions
  • Improve governance and clarity, with local implementation, shared tools and indicators, and stable funding

The HCSP proposes a systemic approach aligned with the National Food, Nutrition, and Climate Strategy (SNANC). It calls for the promotion of food and physical literacy from early childhood, the use of regulatory and fiscal levers, and the evaluation of the economic and social impact of measures.

To succeed, PNNS 5 must align public health goals, social equity, and environmental sustainability, supported by strengthened governance, stable funding, and both educational and regulatory measures.
