Recommendations regarding health and hygiene standards for housing

The HCSP proposes amending the draft decree to restore the criteria for classifying premises suitable for residential use (ceiling height, basements, cramped conditions, minimum floor area, exterior openings, and natural lighting).

In particular, the HCSP proposes:

  • to standardize the terminology used, 
  • to clarify the concept of use for residential purposes and the maximum duration of continuous occupancy of collective or tourist accommodation facilities, 
  • and to define the concepts of natural ventilation and mechanical ventilation. 

The HCSP also recommends:

  • removing the mayor’s sole authority to grant exemptions from the minimum ceiling height of 2.2 m, 
  • ensuring that potential health impacts have been identified and taken into account in any decision to grant an exemption regarding the minimum ceiling height, 
  • and ensuring that at least the main living room has a horizontal view. 

The HCSP reiterates that a building must be considered as a whole, particularly during renovation work, noting the essential role of attics and basements in regulating temperature and controlling humidity, and notes that these parts of the building were not originally intended as living spaces.
