Through the diversity and collegial nature of its expertise, the High Council for Public Health contributes to the development of health policy, in particular through its missions in developing, annually monitoring and evaluating the National Health Strategy over a multi-year period. In this context, an ad hoc working group led by the Chair of the High Council for Public Health and co-led by the Vice-Chair was set up, bringing together expert members of the High Council for Public Health. This working group drew on the High Council for Public Health’s work relating to the draft NHS and on public health expertise developed in recent years. It has thus drawn up this opinion following the forward-looking analysis of the health system it conducted and has put forward proposals for guidelines for its implementation.
This opinion therefore summarises, in the form of a synthesis organised around the following four key areas, the recommendations detailed in the High Council for Public Health opinions and reports listed in Annex 3 :
For each of these areas, the objectives, levers and guidelines that could contribute to the implementation of these recommendations within a multi-year framework are outlined.
